Richard
E. Bartley was
born in Annapolis, Maryland, on December
12, 1944. Mr. Bartley graduated from Texas
Tech University with a degree in mechanical
engineering in 1968 and thereafter attended
South Texas College of Law where he received
a Doctor of Jurisprudence Degree in 1972.
Mr. Bartley was admitted to the Texas Bar
in 1972 and is licensed to practice in the
United States District Courts for the Southern
District of Texas. Mr. Bartley is a member
of the State Bar of Texas and the Greater
Houston and Austin chapters of
the Community Associations Institute. Mr.
Bartley is a member and past chairman of
the C.A.I. Legal Committee and Legislative
Action Committee.
Walter
E. Spears was born in Aransas
Pass, Texas in 1961. He received a Bachelor
of Arts Degree from Texas A&M University
in 1983 and thereafter received his Doctor
of Jurisprudence Degree at the University
of Houston Law Center in 1986. Mr. Spears
was admitted to the Texas Bar in 1988 and
is also licensed to practice in the United
States District Courts for the Southern
District of Texas, the Eastern District
of Texas as well as before the Fifth Circuit
Court of Appeals in New Orleans, Louisiana.
Mr. Spears is a member of the State Bar
of Texas, the Houston Bar Association,
Real Estate, Litigation and Construction
Sections, the Federal Bar Association,
the Fifth Circuit Bar Association, the
Community Association Institute and the
Greater Houston Chapter of the Community
Association Institute.
Mr. Spears is a member of the Texas A&M
Association of Former Students and the Texas
A&M 12th Man Foundation.
Mr. Spears is also a member of the Board
of Directors of Harris County Municipal Utility
District No. 261 and serves as a boys and
girls youth sports coach for the Northwest
Harris County YMCA.
Jeffrey B. Hardaway has been a practicing attorney in the State of Texas for 15 years and has practiced in the areas of creditor's rights, real estate and real estate litigation during that time. In his career Jeff has dealt with property owners associations and their management companies in a multitude of capacities and cases and is very well-versed in this area of the law.
Before attending law school, Jeff was a secondary school teacher for seven years. After Jeff left the classroom, he served as Representative for the Texas State Teachers Association representing Texas teachers for another seven years. That background in education makes him uniquely qualified to assist with our Firm's continuing education program which is designed to provide our clients with the latest updates and developments in property owners association law and to present those developments to our Boards of Directors and the management companies who represent them. Jeff is also currently a Member of the Board of Directors of his own Homeowners Association and has been for a number of years.
