Richard
E. Bartley was
born in Annapolis, Maryland, on December
12, 1944. Mr. Bartley graduated from Texas
Tech University with a degree in mechanical
engineering in 1968 and thereafter attended
South Texas College of Law where he received
a Doctor of Jurisprudence Degree in 1972.
Mr. Bartley was admitted to the Texas Bar
in 1972 and is licensed to practice in the
United States District Courts for the Southern
District of Texas. Mr. Bartley is a member
of the State Bar of Texas and the Greater
Houston and Austin chapters of
the Community Associations Institute. Mr.
Bartley is a member and past chairman of
the C.A.I. Legal Committee and Legislative
Action Committee.
Walter
E. Spears was born in Aransas
Pass, Texas in 1961. He received a Bachelor
of Arts Degree from Texas A&M University
in 1983 and thereafter received his Doctor
of Jurisprudence Degree at the University
of Houston Law Center in 1986. Mr. Spears
was admitted to the Texas Bar in 1988 and
is also licensed to practice in the United
States District Courts for the Southern
District of Texas, the Eastern District
of Texas as well as before the Fifth Circuit
Court of Appeals in New Orleans, Louisiana.
Mr. Spears is a member of the State Bar
of Texas, the Houston Bar Association,
Real Estate, Litigation and Construction
Sections, the Federal Bar Association,
the Fifth Circuit Bar Association, the
Community Association Institute and the
Greater Houston Chapter of the Community
Association Institute.
Mr. Spears is a member of the Texas A&M
Association of Former Students and the Texas
A&M 12th Man Foundation.
Mr. Spears is also a member of the Board
of Directors of Harris County Municipal Utility
District No. 261 and serves as a boys and
girls youth sports coach for the Northwest
Harris County YMCA.
ASSOCIATES
Christopher
A. Kesler was born in Austin,
Texas in 1967. After growing up in Dallas,
Texas, he attended The University of California
at Berkeley, where he received a Bachelors
of Arts in Physics in 1990. After receiving
his physics degree, Chris attended Golden
Gate University, where he received his
Juris Doctor, with highest honors in 1993.
While in law school, Chris received American
Jurisprudence Awards in Constitutional
Law and Corporations and served on Law
Review. During and after law school, Chris
also served as an infantryman in the United
States Army, National Guard. Chris is licensed
to practice before the United States Patent
and Trademark Office, the United States
District Court for the Northern, Southern,
Eastern and Western Districts of Texas,
the Eastern District of Oklahoma, the District
of Alabama and before the United States
Court of Appeals for the 5th Circuit. During
his career, Chris has been counsel on five
state supreme court decisions and fifteen
reported appellate decisions. He has been
appointed class counsel in several national
class actions. In 2000, Chris was honored
by admission into the National Registry
of Who's Who in America and the Million
Dollar Advocates Forum and in 2003 he was
awarded an AV rating by Martindale-Hubble.
Chris is a member of the State Bar of Texas
and the Houston Bar Association.
